Securing Democracy Against Foreign Interference

Mission

At SAUFEX (Secure Automated Unified Framework for Exchange), our mission is to safeguard democratic processes from the growing threats of foreign information manipulation and interference (FIMI). We are an EU-funded initiative committed to using innovative technology and global collaboration to protect the integrity of democratic institutions across Europe and beyond.

Drive

Democracy is under threat from various foreign actors seeking to manipulate information and interfere in democratic processes. The need for a robust and coordinated defence has never been greater. SAUFEX aims to build a resilient and unified response to these threats, ensuring that the democratic values of freedom, fairness, and transparency are preserved.

Vision

We envision a world where democratic processes are resilient and robust against foreign interference, ensuring that every citizen's voice is heard and respected. Through a unified approach, we aim to harmonise efforts across EU member states and international partners, creating a close-knit defender community against disinformation and malign influence.

Objectives

Standardisation and Framework Development

Develop a unified framework for FIMI analysis, enabling proactive detection, analysis, and response.

Decentralisation and Democratisation

Decentralise FIMI analysis and response processes, involving communities and expanding theoretical insights.

Enhanced Detection and Response

Strengthen systems for detecting and countering attempts to undermine democratic processes.

Improved Coordination and Understanding

Foster better coordination among EU member states and international partners to address FIMI threats effectively.

Approach

Innovation and Technology

We leverage cutting-edge AI and advanced analytics to detect, analyse, and respond to FIMI threats. By building a comprehensive knowledge database on foreign influence, we ensure that our stakeholders have access to the most up-to-date information.

Collaboration & Partnerships

Collaboration is at the heart of SAUFEX. We work closely with a wide range of partners, including EU member states, international organisations, academic institutions, and civil society groups. Together, we aim to develop resilient strategies to combat disinformation and foreign interference.

Resilience Councils

As a key innovation, we are establishing Resilience Councils across Europe. These councils act as intermediaries and secure data guardians between state and non-state actors, coordinating responses to FIMI threats and gathering input from civil society.
